Graduate Student Career Experience Program (SCEP)

Purpose: The Graduate SCEP provides program curriculum-related work experience and possible career advancement with promotion potential to students in good standing in an accredited master degree programs. It provides managers a ready source of student employees and a source of potential permanent employees upon graduation. It provides the student with work experience that is directly related to their curriculum studies and career goals. It also, offers the student eligibility for noncompetitive conversion to permanent employment upon graduation.

Program Eligibility: To be eligible for a SCEP appointment, the student must:

  • Be at least 18 years old;
  • Be a U.S. citizen;
  • Meet the agency’s policy on nepotism;
  • Meet security or fitness requirements;
  • Have a cumulative academic GPA of 3.0 or higher and maintain an academic GPA of 3.0 or higher while in the SCEP program;
  • Be formally accepted into an accredited Masters program appropriate to the position being filled and must have completed no more than 2/3 of the program’s requirements
  • Be able to work at least 640 hours prior to the completion of degree requirements
  • Be enrolled/registered at a school with whom we have a current cooperative education agreement with.

Type of Positions: Student trainee positions in Human Resources, Finance, Supply Chain, Logistics, Contracting and Production Operation Management.

Work Schedules: Full-time, but work schedule must not interfere with the student’s academic schedule.

Pay Rates: Students are appointed at the YP-01, GS-05, or GS-07 level. Upon conversion students are appointed to a YP-01/02 or GS-09/11.

Tuition Assistance: Tuition Assistance may be available and is determined if funds are available.

Conversion Criteria: Students successfully completing the program with a 3.0 GPA are eligible for conversion based on completion of education, at least 640 hours of work experience and performance. Conversion must take place within 120 days of completion of degree requirements. Upon conversion, students will be placed in a position with a target grade level of YA-02 or GS-11. Students converted under NSPS positions will receive performance based increases commensurate with their performance. Student must complete the requirements for conversion within 36 months after initial appointment into the program.
