GRADUATE STUDENT CAREER EXPERIENCE PROGRAM (SCEP)

Eligible and qualified applicants as a result of this announcement will be placed on a register that will be used to fill graduate student career experience program positions at Warner Robins ALC. Positions may be filled any time from the opening date of this announcement through the end of the calendar year 2008. The initial cutoff date will be Friday, 13 June 2008. Subsequent intermittent cut off dates will be the last day of each month.

The Graduate SCEP provides program curriculum-related work experience and possible career advancement with promotion potential to students in good standing in an accredited master degree programs. It provides managers a ready source of student employees and a source of potential permanent employees upon graduation. It provides the student with work experience that is directly related to their curriculum studies and career goals. It also, offers the student eligibility for noncompetitive conversion to permanent employment upon graduation.

Robins ALC has Graduate SCEP (co-operative) agreements with a number of educational institutions and is always open to entering into more. The majority of our SCEP appointments are in business related career fields. However, we do employ other academic disciplines depending on our current needs.

PROGRAM ELIGIBILTY: To be eligible for a SCEP appointment, the student must:

  • Be at least 18 years old;
  • Be a U.S. citizen;
  • Meet the agency’s policy on nepotism;
  • Meet security or fitness requirements;
  • Have a cumulative academic GPA of 3.0 or higher and maintain an academic GPA of 3.0 or higher while in the SCEP program;
  • Be formally accepted into an accredited Masters program appropriate to the position being filled and must have completed no more than 2/3 of the program’s requirements
  • Be able to work at least 640 hours prior to the completion of degree requirements
  • Be enrolled/registered in the school’s Co-op program and referred/recommended for SCEP employment by the educational institution

 GRADUATE SCEP WORK SCHEDULE OPTIONS:

When a student is initially hired into the Graduate SCEP, a work schedule plan is documented on his/her agreement. Students will work a parallel work schedule meaning that the student will work and go to school during the semester. The student may work a full time work schedule, however part time work schedule is an option. An alternating work/school schedule is an option for students outside the commuting area. This means that the student will alternate work and school. He/She will work fulltime one semester and then be placed on leave without pay to attend school the next semester. Students should also take into consideration the required 640 hours of work that must be completed prior to the student’s graduation so that upon graduation the student will be eligible for conversion into a permanent position.

PAY RATES:

Students are appointed at the GS-05 or GS-07 level, or equivalent level. Upon conversion students are appointed to a GS-09/11 or equivalent level.

Information Technology Specialist

Acceptable Academic Disciplines: Graduate Degree seeking student in Information Technology.

Career Field Description: Provides IT strategic and tactical direction and policy in support of the installation’s current and future missions. Provides IT resources

management, systems support, software development, and infrastructure management direction. Designs, develops, implements, and operates information systems in support of the ALC enterprise. Analyzes trends in infrastructure architecture to determine impacts on systems. Identifies funding requirements and sources of funding for information technology.

Program Management Specialist

Acceptable Academic Disciplines: Graduate Degree seeking student in Business Related Field.

Career Field Description: Provide cost estimates, schedules, and performance supportability baseline requirements for assigned programs to identify support deficiencies for system acquisition. Conducts short and long range budgetary planning. Provides overview management on supplier contract provisions including schedule and cost.

Acquisition Management Specialist

Acceptable Academic Disciplines: Graduate Degree seeking students in Business Related field.

Career Field Description: Act as Integrated Product Team Lead over personnel in other specialty fields such as engineering, item management technical and production specialists to ensure that supportability requirements are addressed. Perform logistics functions in support of life cycle management to include supply, maintenance, transportation, sustaining engineering, data management, configuration management, environmental issues, and disposal for assigned programs. Advocate system life cycle affordability and total ownership cost reduction.

Financial Management Specialist

Acceptable Academic Disciplines: Graduate Degree seeking student in Business related field.

Career Field Description: Performs professional accounting/financial management functions requiring analytical, procedural and technical skills. Prepares financial analyses and studies. Uses automated financial databases and systems and computer-generated products. Conducts internal reviews. Ensures budgets, financial analyses, and cost analyses/ studies are developed and executed in accordance with Public Law.

Human Resources Specialist

Acceptable Academic Disciplines: Graduate Degree seeking student in Public Administration or Business related field.

Career Field Description: Responsible for the planning, development, execution, and management of the entire WR-ALC personnel portfolio. The organization also ensures that all facets of personnel policies and programs are in concert and supportive of the Center’s mission via the most efficient means possible. Responsible for getting the Right Person, in the Right Job, at the Right Time.
